MEPS webinar to answer key CBAM compliance questions
MEPS has teamed up with CBAM compliance company Dubrink to answer steel market participants’ questions about the incoming emissions-based import mechanism in an upcoming webinar.
Entitled “CBAM compliance and costs: what the steel industry needs to know”, the webinar will feature insight from MEPS steel market analyst Jon Carruthers-Green and Dubrink’s chief technology officer, Jan-Joost den Brinker.
The 90-minute, free-to-attend online session will take place from 10am BST (11am CEST) on Tuesday, October 21. It will guide attendees through the CBAM compliance process – from importer registration to emissions reporting – and detail what we know about the cost implications for importers and EU steelmakers.
Carruthers-Green said: “With MEPS International’s expertise in steel prices and Dubrink’s experience supporting companies through CBAM compliance, it made perfect sense to collaborate on this event.
“Together, we want to share our insights on what is arguably one of the most significant legislative changes facing the steel industry in recent years.”
Among the topics covered by the “CBAM compliance and costs: what the steel industry needs to know” webinar, will be:
Compliance
- Registering as a CBAM reporting declarant
- Collecting and assessing suppliers’ emissions data
- How to submit accurate report
- Avoiding fines for non-compliance
Costs
- Addressing ETS benchmark values
- Considering CBAM certificate cost
- How will CBAM-related costs develop in future?

Research conducted for MEPS’s European Steel Review highlighted the level of uncertainty, among importers and end-users, about the implementation of CBAM.
The European Commission is not expected to publish CBAM’s benchmark emissions data until the end of quarter one of 2026, at the earliest. This will leave importers unable to calculate the cost of CBAM taxes, which will be applied to third-country material from January 1.
Alongside anticipation about the European Commission’s imminent announcement of a replacement for the current EU steel import safeguard measures, this has stalled new import orders.
